Seriously, who does a movie like The Human Centipede?

It's really the most effed up movie I have ever seen. How could the Motion Picture Association of America allow such offensive and disturbing things be filmed and made public? It made absolutely no sense, and whoever the sick person who made this movie is, they have serious issues. Any thoughts? Please tell me I'm not the only one thinking this is an abomination...
