Why won't my apps run?

Knowing that this would turn into a hellish nightmare for me, I decided to do system restore on my computer; but when I tried to open it, a bubble appeared and said, "Application cannot be executed; pleas install anti-virus software now". I suspected it has something to do with system restore not running, but I think I'll be able to prove it. Any advice?
